Each meeting of the School Governance Council typically generates three public documents: an agenda; a brief summary of action items that occurred during the meeting; and a detailed set of meeting minutes. Summary
The School Governance Council (SGC) held its first meeting of the 2026-2027 school year, led by Principal Kine' Geathers. The meeting began with approval of the August agenda. Review of the May meeting minutes was postponed to a future meeting.
The council welcomed returning and new members, with introductions from parent, staff, community, and administrative representatives. Nathaniel Mackey was selected to serve on the Superintendent's Parent Advisory Council, with Sandra O'Connor designated as the alternate representative.
Members agreed to continue holding regular SGC meetings on the second Tuesday of each month at 3:30 PM, primarily in a virtual format, with a few exceptions due to district scheduling requirements.
During strategic planning discussions, Principal Geathers reviewed district priorities, highlighting Superintendent Mike Looney's literacy initiative, which aims for all K-12 students to read on grade level by 2030, with a strong focus on elementary grades. The school continues to implement supports through its Multi-Tiered System of Supports (MTSS) and Early Intervention Program (EIP) to address student learning needs. While extended learning opportunities were offered last year, budget reductions have prevented continuation of those programs this year. The school reported continued growth in mathematics performance over the past three years and is working with the district to improve student attendance following declines experienced after the COVID-19 pandemic.
Principal updates included positive staffing news, with no teacher or employee losses for the school year and the anticipated addition of a special education instructional paraprofessional. Members were informed about upcoming Grandparents Day celebrations on September 10, featuring lunch opportunities, Bingo activities, prizes, refreshments, and family engagement opportunities.

Strategic Planning · District focus: Superintendent Mike Looney charged the school district with a massive initiative around literacy. Goal is by 2030 all students in K-12 will be reading on grade level with an emphasis on K-5. · Literacy taught at the top of the morning; goal is to ensure students are on time each day. · For reading Seaborn Lee has supports in place (MTSF) where we monitor student’s academic performance by grades, how they are doing in class (unit assessments); if they are struggling, we have EIP services put in place. o Last year offered extended learning o Not able to offer this year due to budget cuts · Over 3-year historical gap making strides and gains in the area or math for GMAS scores. · Attendance after COVID took a slight decline, we are partnering with the school district to encourage kids to come to school.

School Strategic Planning Goals - Last month we had a high-level overview - Met yesterday as an instructional leadership team and got good insight - Work of the SGC is for Principal Geathers to go over this with us and add any additional insight. - We received the alignment for the district targets o Graduation Rate (LHS) – as a zone shooting for 96% graduation rate, starts here in elementary where we encourage them to come to school daily and the behaviors trend up. o Reading at or above grade level – district at 80% or higher by 2029, Seaborn Lee is at 67% right now. o Overall Milestone Proficiency – 38.7% - levels 3 and 4 for ELA, Math, and Science. Question from SGC member: How will this work with some of our transient students? For a student to count towards our numbers they must be here a certain amount of time for the school year.
School Specific Metrics - Enhanced performance for all students, don’t have to put a target. o Reading at or above grade level (typical is up to 3% improvement, high is 4-5% improvement accelerated is 6% improvement) o Need to ensure we are being realistic but aggressive at the same time. o Data from previous years along with Iready Diagnostics from this year we are aiming for high improvement. o Ensure Impactful programing (Special Education Programing) o Proficiency rate in reading, levels 3 and 4. o An area we struggle a little with, starting at a 33.3%. o Chosen to go for typical improvement. o Prioritize Safety and Operational Efficiency o Students with ISS and OSS days o All schools are encouraged to use PBIS o Anytime we have students in social emotional crisis sometimes their actions warrant a consequence. o State of GA has a monitoring matrix they use to determine how schools are being successful with their PBIs model o Last year we had 33 occurrences where students were suspended for tier 3 infractions which is a decrease from last year. o Goal is not to suspend students in elementary, so we try to implement strategies to support the students in school. o We do not suspend at a neglectful or high rate. o Goal is to reduce from 33 to show we are successful with our PBIS model. o Shout out from Principal Geathers to AP Atchison for her positive impact on the reduction in our numbers because of the attention and importance she stresses for PBIS and employing strategies at the classroom level to reduce the # of out of school suspension days. o Strengthen Workforce Engagement (employee retention) o 92.7%, in the process of challenging it because when employees are surplus which is beyond our control, we feel like that should not count against us. If we remove that we will be at 100% o Utilize Physical Resources Effectively o This is our charter dollar moneys; we were at 100% last year. o $ amount is less due to budget constraints o We do a good job aligning the money we spend to our goals within our school year. o Deepen Community Connection o Comes from our survey results

Obtaining books from the vending machine will be no cost to the student; they would earn the opportunity to go to the machine through attendance, PBIS, or teacher incentive. b. Aligns with the district’s plan of our scholars at 80% or higher reading on grade level, we are at 67%. 2. Sound System for Cafeteria: $13,775.00 – Communications/Technology a. Sound systems are already at newer schools; we are purchasing our own smaller sound system. The current one we have is not adequate for the functions we have, we will no longer need Mr. McNease stay to operate speakers for events. b. The vendor we are proposing to use is approved by the county. 3. Attendance Incentives: $1000.00 – Student Supports a. Items to support attendance initiatives

Charter Dollar Expenditures 3 proposals today - Dr. Looney wants 80% of all scholars to be reading on or above grade level, 2030 goal so we have time but moving with a sense of urgency - We will begin to see schools implement initiatives to support the literacy goals in alignment with FCS. 1. Supplementary Support – Book Bundle for vending machine - $1375.00 We approved the purchase of a book vending machine in a prior meeting. Need SGC support to stay on top of resources with purchasing quality books for the vending machine. Purchase 1st bundle of books for the vending machine, over 250 books ranging from K-5 in the bundle. Book vending machine comes with the coins so students can use their coins to choose the book of their choice. 2. Student Support – Additional teacher for extended learning - $2015.00 Extended learning currently supports students right at grade level; students who have small or minimal gaps in ELA or Math. Stay after school for additional support in those areas with a certified educator 1 Teacher to support the exceptional student scholars in the afternoon. Not a lot of opportunity to provide additional support to that sub-group (exceptional students). Moto this year is “All means all” With the budget cuts we do not have a lot of extra funds to bring on a lot of teachers. We can leverage this to support our scholars. 3. Literacy Component – Write Score Assessment - $761.21 Literacy happens 2-fold; being able to read for comprehension and being able to express yourself through writing. Major push to ensure students are just as much as a strong writer as they are strong reader. When we get the update on CCRPI all our investments around literacy have been working, the cherry on top to support literacy will be putting a laser focus on writing. Through Write Score where we can buy an assessment for the 3rd and 5th graders to tell where the gaps and strengths lie in writing. Write Score differs from other assessments we take at school is we can assess a student’s writing in isolation, typically the other assessments will provide information on the standard, but we need to know as a school what can our scholar do. This tool will help tailor our instructions and interventions to support all our scholars. 4th grade not included because the district has already provided the 4th grade assessment to the school.

Upcoming Parent Teacher SGC Election Each year open the election form to elect all members on the SGC with the exception of those appointed by the principal. 3 positions to put up for a formal election cycle - Community Partnership Position – Currently Monique Strong - Parent Position – Currently Christie Outerbridge-Stovell - Staff Position – Currently Quajulan Wimberly SGC Election cycle will be 2/2/26 – 3/27/27 - Once it is out there anyone who completes the application will be a viable person - Hope the current individuals holding the positions will run again. Open the floor to questions - Is this for the upcoming school year? Yes - Mr. Claiborne’s son will be in 6th grade so his position will likely be open as well. - Gina Foster chimed in to share his term ends in 2027, but his seat will need to be filled since he will no longer be at the school; thus, adding to the parent position listed above.

Mid-Year Data Review - CCRPI score data was released, our official score from last year is 79.5 rounded up is 80. - This is a big deal in comparison to our neighboring schools and other schools in both north and south district. - We are about middle of the pack with the entire district, in the top when it comes to south portion of the district. - Reviewed our recent I-Ready o We take I-Ready around August and then the diagnostic in December before winter break. o Breaks down the five pillars of reading. o Those in pre-K – 2nd they are the skillsets need to learn read and comprehend what they are reading. o By the time they make it to 3rd grade they should be able to comprehend what they are reading and focus as a reader should be understanding what they are reading. o Comparison of beginning of middle of the year, started with about 30% on grade level and grew to about 50% on grade level or above at mid-year. o Data also expresses the rate of growth; in December we are assessing what they learned for half the year. o When we look in May hoping to see more green because we are assessing the full year of growth. Goal is to be on grade level by the end of the year. o Only discussed reading results and not math because reading aligns with our strategic action plan.

We are excited to share that our Spring Cross Council will be held on Thursday, March 19th from 8AM-2PM with this year’s focus being Strategic Planning & Celebrating Success.
As we step into 2026, this gathering will give us the opportunity to align our goals and priorities for the coming year, ensuring that our collective efforts continue to make a meaningful impact across our schools. It will also be a time to celebrate the incredible accomplishments of our School Governance Councils—from innovative initiatives to strengthened community engagement. Information Item - Upcoming SCG Elections - We were at the phase of the election cycle where specific members had to declare for candidacy. - We complied at the end of the March deadline with 1 parent and 2 teachers to declare. o This supplements for the members retiring at the end of this cycle. - As of April 22nd, the official window is open for community partners and members to place their vote. - Asking SGC committee to get the word out that the election window is open and now people can go in to officially vote. - Election cycle closes April 29th which is our first day of GMAS testing. - We sent home literature and one-pagers to get the word out, but nothing helps like promotion and word of mouth. - When we meet again in May, we can definitively say who has won the election. - Opened the floor for questions. - Mr. Claiborne is on an election platform for Camp Creek Middle School so please promote him to anyone you know at Camp Creek so he can be nominated as the principal is excited about his future partnership. |

Charter Dollar Proposal - To exhaust the remaining funds out of our SGC expenditure account. - As of today, we have a balance of $12,919. - Prior to spring break our balance was smaller, we have the extra funding because the sound system SGC originally approved us for is being paid for by a department inside of Fulton County. - Because they felt it was a need and priority renovation for our building the district is handling that cost and being refunded in the charter dollars. - Closing the school year and starting the next one on a strong note would like to exhaust the funds with students in mind. - A plethora of things going on at the end of the school year. - Creative ways to mitigate behaviors, incentivize around attendance, plan for the upcoming school year. - To ensure our kids are not going without we would like the remaining amount to be used under Student Support for PBIS. - Help us with end of year and start of year for the students. - We do not have a list of things to order. - Open the floor for questions. - Question asked if there is an opportunity to order more books for the book vending machine for next year since funding will be low next year? o We have plenty, we underestimated how much it would cost when we did the order this year. We will be ok for this year and into next year as well with what we previously ordered. |

Principal Updates - Recognition and celebration for Mrs. Wimberly for the awesome volunteer and partner breakfast she facilitated and coordinated last Friday. - 3rd, 4th, 5th grades parents on the calls know next week starts GMAS testing. o Our teachers do an amazing job of preparing our students. o Asks parents to help keep the stress levels down for students. o 5th grade students had a writing session with Mr. Golden to give them a last boost going into the assessment. o Confident our students will do well and are ready. o Testing takes a lot of time but gives a good indication of what we have done all year and where improvements need to be made. o April is 4/29 – 5/7 o Keeping visitors at a minimum during this time. o Ensure kids are here on time and ready to test. o Goal of 95% or higher test rate. - Annie Musical o Tonight is the first of two nights of the production. o Mr. McNease has poured his all into it. o Mr. Smith and Wimberly have assisted as well. o Hope to see us here to support the fine arts production. - May will be a whirlwind with a lot going on. o Field Days and Awards programs. o All dates listed in the next SMORE going out Monday. o Kick off the month with Teacher’s Appreciation week, encouraging all parents and community members to support our teachers. |

School Safety - Presented letter on screen of notice sent to parents today via Class Dojo and email. - Last week there was info shared in Fulton County and to several schools across districts about rumors of threats made to schools on Instagram. - Fulton County investigated and sent a notice to the schools specifically named in that threat, SLE was not amongst this group initially so there was no need for a letter to SLE from Principal Geathers at that time. - There was information given to Principal Geathers from a student that there was a possibility our school was on the list, Zone Superintendent was contacted and after further investigation did not find our school again. However, the list that appeared today reflected otherwise. - Out of an abundance of caution a letter went out to parents so everyone was aware. - We have a safety plan and follow safety procedures as well as complete safety drills. - Reassure parents there is a plan in place to address any concerns. - Floor open for questions and feedback: - In the future can we share if this was a threat from today or a threat from the past, that will help parents determine what their actions will be once notified as well as put them at ease. |

Strategic Plan 2024-2025 - As an SGC we are responsible for looking at the draft for the Strategic Action Plan. - Role of SGC is Principal Geathers reviews plan and we discuss any concerns about metrics chosen. - Important for us to report out how we are doing on these metrics. - Brand new process this year, in years past we were able to choose our own goals based on the data. This year, the county and district have chosen the areas in which they want us to focus. - Principal Geathers shared her screen and reviewed the plan with us *See Strategic plan goals for specific metrics, current performance, and performance target. - Today Principal Geathers will be submit the plan with today’s date showing that it was reviewed in today’s SGC meeting. - Floor open for any questions and/or input. *There were no questions. - Motion that council has reviewed the plan and no changes were requested so Principal Geathers is submitting it as discussed. - Once the plan is submitted it goes to the Zone Superintendent Mr. Maxwell then to Dr. Looney’s office, once it reaches final approval it will be posted on our school website so parents can review at any time.

Budget Allocations - Each school and SGS is responsible for spending 100% of the SGC funds our funds. - Each school has received $46,391 for their budget. - We have spent $27,932.20 to date on four recommendations. - $18,458 remaining of the balance. - Bringing forth three more recommendations for consideration today that will fall under the PBIS, Supplies, and Curriculum bucket totaling $9,000. - $1400.00 Media Broadcast Room o Resources and supplies: all of our communications and broadcasting is on an all call system, some students are rich print and digital citizens so we want to enhance the experience for these students. o With the support of Dr. McNeal she would like to create a broadcast room where students gain experience facilitating the morning announcements and other school events throughout the year. o Floor open for questions: § What type of supplies: iPad for podcasting and announcements, microphone for announcements, HDMI cable, podcast equipment bundle, tape for electrical cords. § *Clarification later in call the $1400 does not include the iPad* - $600.00 PBIS o Supplies and materials that are of interest to the kids as an incentive to support PBIS. o Recognize, encourage, celebrate students who exhibit great behavior. o Floor open for questions. *There were no questions* - $7000.00 Measuring Up Math Curriculum Resources o Our school is on the state list for the Exception Student Subgroup which means those students need support around reading and math. Thinking about the impact of other scholars that need assistance and not just the ones in this group. o Last year the State of GA adopted a new math curriculum (presented in a different way but still the same skillset and standards). o Researched and vetted Measuring Up, typically a resource we purchase later in the year to address skill gaps for students in grades 3,4, and 5. o To be proactive and not reactive we want to purchase in the fall semester to hopefully help us gain better results for students and the school. o This is a district approved resource. o Comes with consumables (paper like workbooks) aspects for students to use online, and teacher component. o Floor open for questions. *There were no questions* - SGC decided to vote on all three as a collective whole not individually. - Motion to approve all 3 recommendations totaling $9,000, formal vote, vote approved.

- Hispanic Heritage Month o Mrs. Hammonds is working on activities for Hispanic Heritage Month that are inclusive of all students. o Spirit week planned for mid-October. o A night for parents to come participate at school. o Announcements during the month surrounding Hispanic Heritage Month. o Kicks off 9/15 and ends mid-October.

Website Audit - Annually as an SGC we are supposed to keep specific things on our webpage accurate. - Between now and next week, we should have everything updated. - If you have not been to the website, please review the SGC website for accuracy. - Will update Mr. Clayborn as he is back on the committee this year. - Meeting Minute documents are detailed, and summary is a high level overview. - Prior years are listed on this website as well. - District has adopted a new metrics and accountability diagram this year. - Annual Budget Approval: FY26 Budget development begins on February 10th and concludes on February 28th (Elementary Schools) and March 7th (Middle & High Schools). SGCs should schedule their February and March meetings before their budget closure date to ensure time for discussion and approval of FY26 fiscal allocations. All dates are subject to change.

Discussion items Planning for Parent/Teacher SGC Election - Upcoming election window is 2/5 – 3/29 - Governance and flexibility office wants us to review whose position is up for reelection and ensure as we are recruiting, we do so based on certain criteria. - The following are up for reelection because their roles are expiring: Mr. Claiborne, Mrs. Hammonds, Mrs. King-Taylor, and Mrs. Strong. - We are asked to identify staff and parents who would like to serve in this capacity. - Use word of mouth with any parents interested in being involved, let them know we do have elections and vacancies coming up. - Once the window closes 3/29 the community will vote for the new positions, and we will officially welcome those members for the upcoming school year. April is the official voting month.
Planning for Annual Budget Approvals - All principals meet with district office personnel and our CFO in February, Principal Geathers attends the meeting. - She will come back and do a presentation to the SGC late February where she goes through the process of what it looks like for the SGC to be involved in the budgeting process. - Prior to that time, anyone on the budget committee Mrs. Dixon or Principal Geathers will reach out to for discussions about the presentation. - Formally presented late Feb early March and SGC will have an opportunity to have input on where funds are spent in the school. - They will give us a timeline for this process when Principal Geathers goes to the February meeting. - It is usually a short turnaround so typically, we have changed the date of the February meeting based on the requirement of the district, we may need to be more flexible in the next 2 months so we can discuss and approve the budget.
Resources for GMAS Instruction and Test Preparation - This is now testing season for 3rd, 4th, 5th graders. - Students would have taken middle of year diagnostics and assessments. - School body takes that data and use it to devise a plan to support the students before they sit down in May to take the assessment. - To ensure students have everything they need instructionally, and we close any gaps, the school will bring forth a proposal to SGC for test prep resources. - The district provides us with a lot of resources. - Now that we have had 90 days of data to look at, we determined there is a need for additional resources they would like the SGC to support it in. · One resources they have identified is Digital Coach – provides support across grades 3-5 and foundational support for the grade level standards. - No exact dollar amount yet but wanted to let us know the school will be coming to us in a formal vote to help purchase this for the students. - They will prepare a quote to present to the council for a formal vote. |

Reading - 19% above grade level. - 18% on grade level. - 41% are 1 grade level below . - 13% are 2 or more grade levels below. - Reviewed placement domains. · Top 3 domains were Phonological awareness, Phonics, High Frequency Words. · Data suggests that the programs the districts have selected is working and is viable because the data is trending in the right direction. - Reviewed grade level placement. Math - 12% above grade level. - 22% on grade level. - 49% are 1 grade level below. - 18% are 2 or more grade levels below. - Reviewed placement domains.

Charter Dollar Proposal · For April we are coming with a balance of $11,448.99 with a goal to exhaust all funding to a balance of $0. 1. Field Trip shirts for upcoming school year. Last year we purchased shirts for all students to assist with safety piece of identifying students on trips. Request to purchase shirts for upcoming school year (different design) $4,800.00 2. Attendance school store, as a collective for the district attendance is constantly worked towards. We have a great percentage that do not come to school consistently, the store allows us to motivate the kids to come to school. Recognize students who have perfect attendance each month, they participate in different activities as well and get school paraphernalia. $1,100 3. Teacher appreciation week, recognize teachers who show up to pour into our students. In May there is a week to recognize them, we want to ensure they feel appreciated and loved. $1,855.93 4. Trend at end of school year to acknowledge top performing male and female 5th grade student with a plaque and trophy. Criteria is typically they have been a student at Seaborn Lee since Pre-K or Kindergarten, exhibited excellent behavior or citizenship, exhibited themselves as a student leader, been academically inclined. $200 5. Safety and Security drills monthly around fire, tornado, intruder alert, or shelter in place; all teachers have a safety and security bookbag for quick emergencies while getting out the building safely. Some items are flashlights, batteries, bullhorns, first aid kits, etc.; it is time to replenish those items. District mandates every room in the building has a safety and security bag. $1,400. 6. Several other grade levels that we want to celebrate, request to purchase award décor so we can transform the space in the room so the kids can really feel like they are transitioning from one grade to the next. Some deco would be backdrop, banner, tablecloths, and other items to create a celebratory space. $2,093.06

Principal Update from Principal Geathers · Thank you Mrs.Atchison for facilitating the meetings this year with Mrs. Smith and always doing an awesome job of representing the school. · GMAS testing starting next week, emphasize our students are ready and we are not putting any pressure on them. Many of the have shown tremendous growth during I-Ready testing. · Sending home a flyer at the end of the week around spirit week. · Teacher appreciation week the first full week in May, please remember to acknowledge our teachers and staff. · Next Tuesday is the Partner, Parent, and Volunteer Appreciation breakfast. o Mr. Knight being honored this month for volunteer and partner of the month. Mrs. Smith formerly a volunteer of the month. o Mrs. Wimberly the brains behind this idea. · Awards day coming up, in person at the end of the year in the cafeteria. |

Charter Dollar Proposal · For April we are coming with a balance of $11,448.99 with a goal to exhaust all funding to a balance of $0. 1. Field Trip shirts for upcoming school year. Last year we purchased shirts for all students to assist with safety piece of identifying students on trips. Request to purchase shirts for upcoming school year (different design) $4,800.00 2. Attendance school store, as a collective for the district attendance is constantly worked towards. We have a great percentage that do not come to school consistently, the store allows us to motivate the kids to come to school. Recognize students who have perfect attendance each month, they participate in different activities as well and get school paraphernalia. $1,100 3. Teacher appreciation week, recognize teachers who show up to pour into our students. In May there is a week to recognize them, we want to ensure they feel appreciated and loved. $1,855.93 4. Trend at end of school year to acknowledge top performing male and female 5th grade student with a plaque and trophy. Criteria is typically they have been a student at Seaborn Lee since Pre-K or Kindergarten, exhibited excellent behavior or citizenship, exhibited themselves as a student leader, been academically inclined. $200 5. Safety and Security drills monthly around fire, tornado, intruder alert, or shelter in place; all teachers have a safety and security bookbag for quick emergencies while getting out the building safely. Some items are flashlights, batteries, bullhorns, first aid kits, etc.; it is time to replenish those items. District mandates every room in the building has a safety and security bag. $1,400. 6. Several other grade levels that we want to celebrate, request to purchase award décor so we can transform the space in the room so the kids can really feel like they are transitioning from one grade to the next. Some deco would be backdrop, banner, tablecloths, and other items to create a celebratory space. $2,093.06

Motion to vote on collective total of $11,448.99 per the council instead of itemized vote. Motion approved.

Principal Update from Principal Geathers · Thank you Mrs.Atchison for facilitating the meetings this year with Mrs. Smith and always doing an awesome job of representing the school. · GMAS testing starting next week, emphasize our students are ready and we are not putting any pressure on them. Many of the have shown tremendous growth during I-Ready testing. · Sending home a flyer at the end of the week around spirit week. · Teacher appreciation week the first full week in May, please remember to acknowledge our teachers and staff. · Next Tuesday is the Partner, Parent, and Volunteer Appreciation breakfast. o Mr. Knight being honored this month for volunteer and partner of the month. Mrs. Smith formerly a volunteer of the month. o Mrs. Wimberly the brains behind this idea. · Awards day coming up, in person at the end of the year in the cafeteria. |
